Abstract

A school leader that is efficient and effective would create a high level of competence. Hence, this study seeks to identify the level of competency of head teacher in Malaysia in aspects of knowledge, values, professionalism and best practices in school management. Conceptual framework based on theoretical studies of Competency Theory by Sergiovanni (1995) and Competency Standards and Statement by the Malaysia Principalship; the School Institute Arninuddin Baki (2007) was used as a guide for designing research instruments, questionnaires. Further, such instruments were distributed to a total of 345 respondents. The data is analyzed using statistical methods descriptive and inferential Research findings to meet the level of competency of head teacher in knowledge, values, professionalism and best practices in the management of schools is high a/id satisfactory from dimension management and organizational leadership, curriculum management, management of extra-curricular, student affairs management, financial management, office management, management environment and physical facilities, human resources management and management of external relations. Furthermore, this study also found there is no significant difference from the perspective of male and female teachers about the level of competency in managing and leads the organization. Similarly, in managing the process of teaching and learning, found no significant differences from the perspective of teachers, male and female. However, there are significant differences from the perspective of male and female teachers about the level of competency in managing, finance schools. Implications, policy makers and the head teachers themselves must work together to increase the level of competency of head teachers to improve school achievement.
