Instructional Leadership in Implementing Production Based Education in the MARA Higher Technical College and the MARA Technical Institute

Abstract

This quantitative research using survey aims to explore and describe the level of instructional leadership that has three domainons: defining the mission of MARA Higher Technical College (KKTM) and MARA Technical Institute (IKM), managing the instructional program and creating positive learning environments. There are five aspects of the lecturer’s readiness: entrepreneurial aspects, understanding the concept of Production Based Education (PBE), technical skills, innovative skill and human skills. Instructional leadership model by Hallinger and Murphy (1985) comprising the three domainon of managing instructional program was used to develop the conceptual framework of the study. The respondents consisted of a total of 351 lecturers of KKTM and IKM throughout Peninsular Malaysia and Sabah Sarawak. The procedure of collecting data is through questionnaires as instrument, while the data were analysed using Statistical Packages for the Social Sciences (SPSS) version 20. Descriptive tests such as mean, standard deviation and percentage were used to measure the level of instructional leadership and the level of lecturer’s readiness to perform PBE programme at KKTM and IKM. While the readiness of lecturers in implementing PBE program at KKTM and IKM is also high (N = 4.26, SD = 0.52). These findings indicate that instructional leadership program and willingness of lecturers are the main factors that contributed to the success and effectiveness of the implementation of the PBE program at KKTM and IKM.
