Abstract

This research is aimed at identifying the design of an educational module for secondary urban needy pupils based on the use of ICT as a medium of teaching. The objective of this study was to obtain the views of experts on designing a teaching module for secondary urban needy pupils. The Fuzzy Delphi technique (FDM) was used to obtain consensus among 24 experts from various fields and backgrounds. The instrument consisted of five themes of teaching and learning, namely financial, status, inclusion, capability and spirituality to obtain consensus from the experts. These themes were put forward based on experts views and from previous literature. The findings showed that the experts agreed that the module for secondary urban needy pupils was suitable to be implemented according to the five themes. Result from the experts also suggested a new framework of designing a module for secondary urban needy pupils using ICT. Thus, this study is expected to provide a guideline especially to the Ministry of Education (MOE) to highlight the module for secondary urban needy pupils with the use of ICT.
