Abstract
The research investigates aplication requirements in developing multimedia-based instructional media among ICTL teachers. The outcome of the research becomes the guideline in developing multimedia-based instructional media. Qulitative methodology was implemented throughout the research. Interview among five samples was carried out in obtaining information. The result emphasizes the importance of multimedia-based instructional media guideline in providing maximum impact towards teaching and learning. The research outcome suggests five major elements; psychology of learning, pedagogy, technology, instructional design process and learner’s needs are blended together in producing quality instructional media. The guideline is hoped to benefit educators, instructional and multimedia designers and authorities involved in producing multimedia-based instructional media. It is intended to contribute in enhancing the quality of instructional media hence, upgrading national education quality.
