Abstract
Higher Order Thinking Skills (HOTS) policy by the Ministry of Education (MOE) is a policy that promotes and applies the power of thinking skills among students as well as to the public. It must first be understood and mastered by teachers as the educator of the society. Therefore, this study was aimed to evaluate the competency of teachers and the challenges faced by teachers in the implementation of HOTS in national primary schools in Sepang. The conceptual framework of this study composed of two models of competency that wereIcebergCompetency Model (1996) and Syed Jaafar Competency Model (2014). The researchers havechosen quantitative research methodology and data were obtained from the results of questionnaires received from 275 teachers from national primary schools in the district of Sepang. Then, data were analyzed using the Statistical Package for Social Science (SPSS) version 22. The result showed that the level of competency of teachers in the implementation of HOTS in school is still at moderate level. In addition, Pearson correlation test results found that there was no significant relationship between teachers' teaching experience and level of competency of teachers in the implementation of HOTS in school. The finding of this study also has identified that the highnumber of students in each class was a major challenge to the implementation of HOTS among teachers at school. Therefore, the responsible partiesshould ensure that the needs of teachers and the teaching and learning facilities be provided to further guarantee the level of competency of teachers in the implementation of HOTS is at good level.
